Does anyone have a contact with the passport processing system in Charleston?

My son is travelling May 22. We applied for the passport March 1 and it still hasn't arrived. I've called the number on the passport website and all they can tell me is that the passport is still being processed in Charleston. However, the Charleston office still hasn't read the e-mail from Saturday telling them to expedite the processing. The people I talked with told me they can't call the Charleston office to ask them to expedite the expediting process. I'm trying to see if if I can call the Charleston processing office myself.
